The KHAM is a social organization formed by the Indian National Congress party in the Indian state of Gujarat whose main objective was to bring everyone together. KHAM stands for 'Koli Kshatriya, H for Harijan, A for Adivasi and M for Muslim'. The plan to form KHAM was made by Jhinabhai Darji, Harihar Khambolja and Sanat Mahet. They saw that in Gujarat, there were twenty-four percent Kolis as against the Patidar caste, which strengthened their plan to form KHAM.
In 1971, the Patidar community in Gujarat left the Congress and started supporting the Janata Dal, due to which the Congress formed KHAM, as a result of which the Congress government was formed in 1980 in which the Koli community played an important role because 24% of the population of Gujarat is of the Koli community and Kolis had influence in every constituency of Gujarat. But later the Bharatiya Janata Party won over Koli caste and other many castes of KHAM in the name of Hindutva, among which the Koli community, which was considered the backbone of the Congress, also went over to the Bharatiya Janata Party, as a result of which the Gujarat Congress had to face defeat.
Due to KHAM policy, the Koli caste remained with the Congress till 1998 and the Koli caste was very important for Congress and KHAM, one of the main reasons for which was the appointment of Madhav Singh Solanki as the Chief Minister who was a Koli by caste who was married with Rajput girl. But somehow the Bharatiya Janata Party attracted the Kolis in the name of Hindutva, in which the main character was the leader of Koli society, Somabhai Patel, who, along with the Koli caste considered to be the backbone of Kham, turned other OBC castes towards the Bharatiya Janata Party and Somabhai Patel was the first Koli who got a ticket from the Bharatiya Janata Party in 1985.

खाम भारत के गुजरात राज्य में कांग्रेस द्वारा बनाया गया एक सामाजिक संगठन है जिसका मुख्य उद्देश्य सभी को एक साथ लाना था। खाम का अर्थ 'के से कोली क्षत्रिय, एच से हरिजन, ए से आदीवासी और एम से मुस्लिम' है। खाम का निर्माण करने की योजना झीनाभाई दरज़ी, हरिहर खमबोल्जा एवं सनत महेत ने बनाई थी। इन्होंने देखा गुजरात मे जनता दल के सहयोगी पाटीदार जाति के विरुद्ध चार प्रतिशत राजपूत एवं चौबीस प्रतिशत कोली थे जिससे इनकी खाम बनाने की योजना को बल मिला।
१९७१ में गुजरात में पाटीदार जाति ने कांग्रेस का साथ छोड़ दिया था और जनता दल का साथ देने लगे थे जिसके चलते कांग्रेस ने खाम का निर्माण किया जिसके फलस्वरूप १९८० में कांग्रेस की सरकार बनी जिसमें महत्वपूर्ण भूमिका कोली जाति की थी क्योंकि गुजरात मे २४% कोली जाति की आबादी है एवं गुजरात की प्रत्येक निर्वाचन क्षेत्र मे कोलियों का प्रभाव था। लेकिन बाद में भारतीय जनता पार्टी ने हिंदूत्व के नाम पर खाम की कई जातियों को अपनी तरफ़ पर कर लिया था जिनमे से कांग्रेस की रीढ़ की हड्डी मानी जाने वाली कोली जाति भी भारतीय जनता पार्टी की तरफ़ हो गई जिसके फलस्वरूप गुजरात कांग्रेस को हार का सामना करना पड़ा।
खाम निती के चलते कोली जाति १९९८ तक कांग्रेस के साथ बनी रही एवं खाम के लिए कोली जाति बहुत महत्वपूर्ण थी जिसका एक मुख्य कारण माधवसिंह सोलंकी को मुख्यमंत्री बनाएं जाना था। लेकिन जैसे तैसे भारतीय जनता पार्टी ने हिन्दुत्व के नाम पर क्षत्रिय कोलियों को अपनी ओर आकर्षित किया जिसमें मुख्य किरदार कोली समाज के नेता सोमाभाई पटेल का था जिसने खाम की रीढ़ की हड्डी मानी जाने वाली जाति कोली के साथ-साथ अन्य ओवीसी जातियों को भी भारतीय जनता पार्टी की तरफ़ कर दिया एवं सोमाभाई पटेल ही पहले कोली थे जिनको भारतीय जनता पार्टी की तरफ़ से १९८५ में टिकट मिला था।
